  • 2 lb/900 g firm fish steaks or thick fillets, such as cod, halibut, grouper, or carp
  • 1 tsp salt
  • 1 tbsp lemon juice
  • 1/3 cup olive oil
  • 8 garlic cloves, thinly sliced
  • 2 tbsp sweet paprika
  • 1/2-1 tsp hot paprika or cayenne
  • 1 tsp cumin
  • 2 tbsp tomato paste
  • 1 1/2 cups/355 ml water
  • 1 tsp sugar, optional
  • 1/3 cup chopped cilantro

Method

How it comes together

    Season fish with salt and lemon. Heat olive oil gently; cook garlic until fragrant but not brown.

    Add paprika, hot pepper, cumin, and tomato paste. Stir 30 seconds, then immediately add water and optional sugar. Simmer 10 minutes.

    Nestle fish into sauce in one layer. Cover and simmer gently until just opaque and about 145°F/63°C, 8-15 minutes depending on thickness.

    Add cilantro and let stand 10 minutes before serving.

Accuracy note

Paprika burns easily and becomes bitter; add liquid promptly after blooming the spices.
